In recognition, of their Majesties and Highnesses the leaders of the Cooperation Council for the Arab Gulf States, of the importance of Pension and Social insurance systems to the citizens of the Council Member States, and in order to achieve peaceful life for their citizens who work outside their countries, and exchange of expertise and labor between these countries and to participate effectively to ensure the social protection network for the citizens of Cooperation Council, outside their home countries. The Standard system to extend insurance protection to the citizens of the GCC countries was issued, by a resolution of the leaders of the GCC countries in the twenty-fifth session, held in Manama, December 2004, which extends the pension or the insurance system in each state on its citizens who work abroad in any of the Members States as compulsory as of January 2006. State of Qatar and United Arab Emirates were excluded to 01/01/2007.
* State of Qatar issued Law No. (4) Year 2007 on the Standard System to Extend the Insurance Protection to the citizens of the Cooperation Council for the Arab Gulf States who work abroad in any Member State of the Council as of 01/01/2007.
* The provisions of this system are compulsory for the GCC citizens who work abroad in any Member State of the Council provided that they meet the following conditions:
Be subjected to the terms and conditions in the law / system of civil retirement / social insurance in his country.
Work to an employer who is subjected to the provisions of the civil retirement / social Insurance law in the workplace country.
Hold the nationality of one of the GCC countries and provide the supporting documents.
Citizens of the GCC countries who work to employers that are subjected to the provisions of Law No. (24) Year 2002 on Retirement and Pensions, and its amendments, in the State of Qatar, may not combine the end of service reward and submission to the Standard System to extend the insurance protection, as of the enforcement of the provisions of Law No. (4) Year 2007 on the Standard system to extend insurance protection to the citizens of GCC who work abroad in any GCC member country on 01/01/2007.
Application of this system is limited to the branch of insurance of retirement / aging, capacity, disease and death.
Laws / system of civil retirement / social insurance that are enforced in the GCC countries are applicable to their citizens who work to employers that are subjected to retirement and pensions law in Qatar. Any Contributions differences due to the application of law of employee's / worker's home country and the retirement and pensions law in Qatar, are fully borne by the that employee/ worker, as the following:

Differences of salary division due to the different definition of the contribution wage.
