Citizens of the Kingdom of Saudi Arabia
The subject of the system
The provisions of this system are compulsory to the civil Saudi employees/ workers who work to any(non-governmental) department that is covered by the Retirement and Pension Law of Qatar, as of 01/01/2007 or from the date of work appointment if it is later to this date.
Conditions of submission
- The employee / worker holds Saudi nationality.
- The employee / worker is under (60) years when contributing in the system except who contribute in Social Insurance Scheme in Saudi Arabia, he will be treated as the following:
- If he received a pension for the previous contribution period , he is given the choice to be exempted from contributing for the new service period or to resume contributing in the system provided that he is under sixty-fifth years old. One who is at that age at the date of submission, shall not contribute in the system for the subsequent service period.
- If he does not receive a pension, the system is applied to him whatever his age at the date of submission.
- The employer is subjected to the Retirement and Pensions Law in Qatar.
Registration procedures and forms
If the Saudi civilian employee / worker works to any department that is covered by the Retirement and Pension Law of Qatar and meets conditions referred to in the second clause, the employer compulsory registers him provided that the following documents are attached:
- Registration Form ratified from the employer.
- A copy of the ID card or the Family Book.
- A copy of the work contract that is ratified by the employer.
These documents are sent by the employer to GRSIA, State of Qatar, which ratifies and sends them to the General Organization for Social Insurance, Kingdom of Saudi Arabia , and then checked the form and documents in accordance with procedures established by the General Organization for Social Insurance, Kingdom of Saudi Arabia, which notifies GRSIA, State of Qatar whether the employee / worker is subjected or not and the related reasons. Subsequently, the employer is notifies by the GRSIA, State of Qatar, of the employee’s / worker’s subjection and the account number the General Organization for Social Insurance, of Kingdom of Saudi Arabia, in the State of Qatar, to deposit the contributions of the employee and notify the General Organization for Social Insurance, Kingdom of Saudi Arabia on the attached address. The employer is committed to provide the Authority with the changes that may occur to the contribution salary and the names of new employees / workers and who end their services. The General Organization for Social Insurance, Kingdom of Saudi Arabia has opened the account number (0220-014886-001) Qatar National Bank. Notification of GRSIA in the State of Qatar, to prove the subjection of the Saudi employee/ worker to the Standard System to Extend the Social Insurance Protection, must be provided for the Saudi employees’ contribution deposit.
Contribution Salary
The contribution salary is the basic salary plus the cash housing allowance according to the value agreed by the employer and the employee / worker, or the monthly kind housing allowance that is estimated by an annual value equivalent to two months’ basic salary. It is not exceeded the wage that is subjected to the contribution of (45000) Saudi Riyal per month and not less than (1500) Saudi Riyal per month.
Contribution Rates
The share of the employer is (9%) of the contribution wage.
The share of the employee / worker is (9%) of the contribution wage. Contribution is calculated for the whole month of the employee’s/ worker’s appointment. A part of the month of service commencement is one month. It is not deserved for any part month in which the service is terminated, unless the termination is on the last day of the month. Then, the contributions are due for the whole month.
The wage modification is on the first day of January of each year.
Contribution Suspension and Termination
Contribution may stop if the any of the conditions of the system submission in clause 3, is missed. Contributing ends at the end of the service. The employer must notify the General Retirement and Social Insurance Authority, in State of Qatar, of that using the approved forms. It will send the form after ratification to the General Organization for Social Insurance, Kingdom of Saudi Arabia.
Example: (1)
A Saudi worker works in Qatar Airways in the State of Qatar, with a basic salary of (10000) Riyals, housing allowance of (3000) Riyals and Phone allowance of (1000) Riyals per month. The date of service commencement is 01/01/2011. How is the calculation of contributions due for this month?
- Salary subject to the contribution is:
Basic Salary = (10000) Riyals.
- Contributions of (18%) of the salary that is divided to the employer and the employee:
The employer's share = (10000 Riyals) × (9%) = 900 Riyals.
Worker’s share = (10000 Riyals) × (9%) = 900 Riyals.
Cash Housing Allowance:
Workers share = (3000 Riyals) × (18%) = 540 Riyals.
- Total contributions (18%):
900 +900 +540 = 2340 Riyals, the employer is committed to deposit it in the account of General Organization for Social Insurance, Kingdom of Saudi Arabia in the State of Qatar, not later than the fifth day of the month following the month of the due contributions.
Example: (2)
A Saudi worker works in Qatar Airways in the State of Qatar, with a basic salary of (6000) Riyals, a kind housing allowance and Phone allowance of (1000) Riyals per month. The date of service commencement is 01/01/2011. How is the calculation of contributions due for this month?
Salary subject to the contribution is:
Basic Salary = (6000) Riyals.
Contributions of (18%) of the salary that is divided to the employer and the employee:
The employer's share = (6000 Riyals) × (9%) =540 Riyals.
Worker’s share = (6000 Riyals) × (9%) = 540 Riyals.
Kind Housing Allowance:
Kind Housing Allowance = Basic Salary × 2 ÷ 12
Kind Housing Allowance = 6000 × 2 ÷ 12= 1000 Riyals.
Worker’s share = (1000 Riyals) × (18%) = 180 Riyals.
Total contributions (18%):
540 +540 +180 = 1260 Riyals, the employer is committed to deposit it in the account of General Organization for Social Insurance, Kingdom of Saudi Arabia in the State of Qatar, not later than the fifth day of the month following the month of the due contributions.
