​Citizens of the Sultanate of Oman

  1. ​​The subject of the system​

    The provisions of this system are compulsory to the Omani civilian employees/ workers who work to any(non-governmental) department that is covered by the Retirement and Pension Law of Qatar, as of 01/01/2007 or from the date of work appointment if it is later to this date.

  2. ​Conditions of submission

    1. The employee / worker holds Omani nationality.
    2. The employee / worker is not a retiree of any government employer.
    3. The employer is subjected to the Retirement and Pensions Law in Qatar.
    4. The employee / worker is over (15) years when contributing in the system and not more than (59) years old .
    5. The employee / worker is not subjected to any insurance or retirement scheme in Oman.
  3. Registration procedures and forms

    If the Omani civilian employee / worker works to any(non-governmental) department that is covered by the Retirement and Pension Law of Qatar and meets conditions referred to in the second clause, the employer compulsory registers him provided that the following documents are attached:

    1. Registration Form ratified from the employer.
    2. A copy of the Omani ID or the passport.
    3. A copy of the work contract that is ratified by the employer.

    These documents are sent by the employer to GRSIA, State of Qatar, which ratifies and sends them to the Public Authority for Social Insurance, Oman, and then checked the form and documents in accordance with procedures established by the Public Authority for Social Insurance, Oman, which notifies GRSIA, State of Qatar whether the employee / worker is subjected or not and the related reasons. Subsequently, the employer is notifies by the GRSIA, State of Qatar, of the employee’s / worker’s subjection and the account number the Public Authority for Social Insurance, Oman, in the State of Qatar, to deposit the contributions of the employee and notify the Public Authority for Social Insurance, in Oman on the attached address. The employer is committed to provide the Authority with the changes that may occur to the contribution salary and the names of new employees / workers and who end their services. The Public Authority for Social Insurance, Oman has opened the account number (0013-013647-001) Qatar National Bank, Companies Branch. Notification of GRSIA in the State of Qatar, to prove the subjection of the Omani employee/ worker to the Standard System to Extend the Social Insurance Protection, must be provided for the Omani employees’ contribution deposit.

  4. Contribution Salary

    The contribution salary is the basic salary plus the annual allowance, if any. Regard that the contribution salary does not exceed (3000) three thousands Omani Riyals. The minimum limit of the contribution salary of Omani workers is (180 Omani Riyals) as of 01/03/2011. If the basic salary is less than (180 Omani Riyals) the contributions is calculated on the basis of (180). The employee bears his share and the employer’s share as he bears the difference of the due contribution.

  5. Contribution Rates

    The share of the employer is (10%) of the basic salary.
    The share of the employee / worker is (7.5%) of the basic salary.
    Contribution is calculated for the whole month of the employee’s/ worker’s appointment. A part of the month of service commencement is one month. It is not deserved for any part month in which the service is terminated, unless the termination is on the last day of the month. Then, the contributions are due for the whole month.
    ​ The contribution wage modification is on the first day of January and July of each year.

  6. Contribution Suspension and Termination

    Contribution may stop if the any of the conditions of the system submission in clause 3, is missed. Contributing ends at the end of the service. The employer must notify the General Retirement and Social Insurance Authority, in State of Qatar, of that using the approved forms. It will send the form after ratification to the Public Authority for Social Insurance, Oman.

Example (1)

An Omani worker works in Qatar Navigation, in the State of Qatar, with a basic salary of (10000) Riyals, and allowances of (9000) Riyals per month. The service started at 01/01/2011. How is the calculation of contributions due for this month?

  1. Salary subject to the contribution is:

    Basic Salary Only = (10000) Riyals

  2. Contributions of (17.5%) of the salary that is divided between the employer and the employee:

    The employer's share = (10000 Riyals) × (10%) = 1000 Riyals. Employee’s share = (10000 Riyals) × (7.5%) = 750 Riyals.

  3. Total contributions (17.5%):

    1000 + 750 = 1750 Riyals, the employer is committed to deposit it in the account of Civil Service Employee Pension Fund of Oman, in the State of Qatar, not later than the fifth day of the month following the month of the due contributions.
